Saksena joined Inttl in 2021. He advises on compliances with legal requirements of regulatory laws and rules.

He retired as Chief Commissioner of Income Tax from the IRS after 34 years of service and later as Vice Chairman, Income Tax Settlement Commission. He has been associated with tax administration, formulation of tax policy, drafting of tax legislation and assessment of complex search cases. On the judicial side he has worked as an appellate authority and for almost two years practiced before the Income Tax Appellate Tribunal as a Departmental Representative. On deputation, he has worked as the Chief Vigilance Officer in the Power Grid Corporation of India and the NTPC and as Joint Director General (Revenue) with the Commonwealth Games, Delhi 2010.

He graduated in Law from the Campus Law Centre, University of Delhi and is a member of the Bar Council of Delhi. He has attended a course on Tax Auditing and Collection Techniques at the Institute for Tax Administration, University of California, Los Angeles under the aegis of the United Nations Development Program.
